Equip your Shovel and interact with the dirt patch to begin excavating the area until the hatch lid is fully exposed. Once the Maintenance B hatch is unearthed, open it and climb down the long ladder into the subterranean facility. The interior is dark, so having a reliable light source like a flashlight or torch ready is highly recommended.
